Piercing mechanics
Arrow Pierce Chance refers to both the general Chance of Projectiles Piercing mod (found on the Module Error: No skills found with q_where = skill.active_skill_name="Pierce" or Module Error: No skills found with q_where = skill.active_skill_name="Projectile Weakness" gems) and the specific Chance of Arrows Piercing mod (like the implicit mod on this quiver or the Piercing Shots notable passive). These two stats stack additively, so that an arrow pierce chance (and therefore increased Projectile Damage with this quiver equipped) of more than 100% is possible.
