Mechanics
The Enemies Chilled by you take 40% increased Burning Damage modifier is an effect that is tacked onto any ability where it chills an enemy while this weapon is equipped. As such, chilling an enemy would provide the increased burning damage on abilities performed by all members in your party.
This effect only applies to enemies chilled directly by the player, notably not by the chilled ground effects from skills such as 
Arctic Armour, Module Error: No skills found with q_where = skill.active_skill_name="Arctic Breath" and Module Error: Too many skills found with q_where = skill.active_skill_name="Vortex". Please choose only one of the following ids:
WaterElementalVortexOnDeath - Deals (14-833) to (21-1250) Cold Damage, Base duration is 7.00 seconds, Deals (6.1-1447) Base Cold Damage per second, Modifiers to Spell Damage apply to this Skill's Damage Over Time effect, 100% chance to Trigger this Spell on Death, Base radius is 2 metres, Base secondary radius is 2 metres (page)
