Shaper of Winter is a notable Ascendancy passive skill for the Elementalist. It causes your hits to always inflict chill and causes all damage types to scale chill effect. It also grants more chill effect if the element the hit dealt the most damage of is cold damage, sets the minimum chill effect to 15% and increases the maximum chill effect to 40%.
It has no effect on the player. Hitting yourself with cold damage still results in a maximum chill of 30% and the damage type still has to be cold in order to inflict chill.
