Items dropped from Heist are considered contraband , which Contraband is dropped if you die or leave a Heist in any way other than an Extraction Point.
Player cannot carry contraband out of Heist via logout. By doing so, the loot would be drop on the ground instead. Player can remove the Contraband property from the item via the exit of the Heist and Grand Heist.
