As of 3.17, it is located on the top of the passive skill tree, near to the Mind Over Matter or Elemental Overlord keystone passives. The Essence Infusion passive skill cluster also contains a Energy Shield Mastery.

3.16.0	Arcane Vision is removed from the game. Existing item anointed with that passive would have new passive Essence Infusion instead. (Not in patch note) the mod Light Radius is based on Energy Shield instead of Life is moved to Energy Shield Mastery.
