Breath of Rime is a notable passive skill that causes frozen enemies to become chilled once freeze wears off.

If using Module Error: No skills found with q_where = skill.active_skill_name="Elemental Proliferation", the chill status ailment triggered when enemies unfreeze will be proliferated.[1]
