Vendor reward

Secondary duration
What does that secondary duration mean?
Without increasing the duration (with consumed Frenzys or support gem), I have 1.8 seconds to start an action, for example an attack with HeavyStrike; then I would have (from the start of this first action) 0.2 seconds to do a second action, for example repeating the same HeavyStrike?
The problem is that my HeavyStrike (or ViperStrike or anything) skill, most probably, has longer attack time than 0.2 seconds.
So I am unable to carry out 2 actions. There is time only for 1 action.
So, the secondary duration is as if it were not at all?
