Mechanic
As the addendum text of the items tells ("Attack skills can have 1 additional Totem Summoned at a time"), wearing this Quiver allows the owner to place one additional totem and therefor raise the cap of maximum totems by one. Note that this won't increase the Spell Totem amount by one.
