Dreamer is a notable passive skill that grants increased maximum mana and mana regeneration rate. Also grants reduced mana cost of skills.
The mods 20% increased maximum Mana and 15% increased Mana Regeneration Rat of this notable passive skill, are identical to another notable passive of the same cluster: 
Forethought. However, Dreamer grants 10% reduced Mana Cost of Skills, while Forethought grants increased mana cost. The small passive before the notables also behave like this to grant and 5% increased mana cost respectively.
