I suspect that this card may actually drop from Chaos Sentinels, rather than being a zone drop. Further testing required to be sure.

Crystal Ore Map

I ran 20+ Crystal Ore Maps and didn't see this card drop a single time, whereas I saw plenty of Volatile PowerVolatile Power9Vaal Gem
