Iron Reflexes

The Iron Reflexes keystone passive skill gives the following effects:

• Converts all Evasion Rating to Armour

You will still have a 5% Evasion rating, as your Evasion cannot go lower than 5% unless you're under effect of Unwavering Stance.

If you were to take the Arrow Dodging Keystone, your chance to dodge projectile attacks would be doubled to 10%.

Leather and Steel, and passives like it, are only applied once, not twice, when combined with Iron Reflexes.
