You added a "citation needed" to the Atlas of Worlds page where I wrote that the game will always spawn a Conqueror in a region that still needs to drop the Watchstone, if that Conqueror is still available to spawn. That is how the system has worked for me at all times now, you an try that for yourself. What would a citation be?
