The Star of Wraeclast can only be obtained by a vendor recipe, still undiscovered in the global realm. Since the base item is currently exclusive to this item –which is innately corrupted– it is impossible to chance.
The Taiwanese (Garena) realm has its own recipe[1], which differs from the global realm. This recipe is reportedly as follows:[2][3][4]

Lore
The Star of Wraeclast was the jewel Daresso presented to Merveil as a marriage proposal. It was a Virtue Gem embedded into a necklace, one that gave the singer Kalisa Maas her immaculate singing voice. Unfortunately, the gem's thaumuturgical powers transformed Merveil into what she is today.
