Your character's movement speed is documented in the Defense tab of their Character sheet as a percentage. There is no cap on movement speed.
Movement speed is penalized with some Armour and Shields (and occasionally Unique Items) and these are documented on their respective pages. Generally speaking, Strength Armour will slow you down more than INT and DEX based Armour will.
Movement Speed is necessary for pure Evasion builds, as you must actually dodge many attacks.
