I checked manually with a character before making the change. It seemed strange that these gems had 2 requirements. The vendor rewards are available after Sharp and Cruel, before completing The Root of the Problem. Regarding the vendor reward, i think we need to check the reward of 
The Root of the Problem is reward after reaching the vaal ruin, or just touching the tree without finishing
