An editor has commented out the effects on monsters (https://www.poewiki.net/index.php?title=Charge&type=revision&diff=1207351&oldid=1204498). This data seems to have come from a cargo query, which appears to be still functional. I did not see a reference to a game update with this change. Further, on a cursory reading of recent patch notes, I could not easily find information for why the effects on monsters would have changed. To the contrary, at least 3.19 notes still seems to refer to "significantly elevated" effects that charges have on monsters, and 3.21 notes specifically mention effects limited to "players and minions".
Is the old query using outdated/misleading stats, or should the charge effects on monsters be restored to this page?

== is ghost dance really a charge? ==

clarification on some mechanics

so, charges can be: gained, expired, consumed or lost?

another question in terms of mechanics, having individual sources of "gaining" a charge is aditive? for example, blood rage + green dream + Poacher's Mark lv20. etc are those sources individual or they stack?

also, is this page added in the ToDo stuff? someone needs to add the items related to charges
