Probably should change to Hailrake drop (and map version of it). Maybe my sample size is too small, but I never got drop from any mob, except for boss, both on Shore and Tidal Island. Can someone confirm that it can actually drop from any mob? (I only farmed it until I got full set of cards). Edit: Nevermind, last one just dropped from mob.
