As of version 3.18.0 it is located at the center left of the atlas passive skill tree, near the "Delirium" wheel.
Mechanics
Implicit Map Modifiers are not modified, meaning that guaranteed encounter implicits or

They will haunt these grounds for all of eternity.Travel to this Map by using it in a personal Map Device. Maps can only be used once.
's "Area contains 10 additional guarded Vaal Vessels" modifiers can be guaranteed regardless of the new map base. Delirium Layers and Enchantments are also retained.
