They look like a small whrlwind which appears for 4 seconds then detonates giving the buff to anyone within the area of effect, with a duration of 10 seconds. Mutliple tempest buffs can apply on the one player but their effects do not stack, effectively just refreshing duration.
 
Tempests are globally set for each area, and randomised hourly. Not all areas have a tempest each hour. Existing instance of an area retain old tempests.

Tempests are area effects that apply buffs to both players and monsters within their area. They appear in the Tempest league. They look like a small whrlwind which appears for 4 seconds then detonates giving the buff to anyone within the area of effect, with a duration of 10 seconds. Mutliple tempest buffs can apply on the one player but their effects do not stack, effectively just refreshing duration.

Tempests are globally set for each area, and randomised hourly. Not all areas have a tempest each hour. Existing instance of an area retain old tempests.

Normal diffiuclty
A portion of your Physical Damage is gained as Fire Damage
You always ignite
You deal increased Fire Damage
