Projectiles have 30% chance to be able to Chain when colliding with terrain [1]

Ricochet is a notable Ascendancy passive skill for the Deadeye. It lets chaining skills chain one extra time and grants chaining projectile more damage, decreasing with each chain. The first enemy hit receives the full damage bonus, with each following enemy receiving less damage as the chains continue.

Projectiles that Pierce have a stored number of remaining chains.[1] Since these chains are not yet used, all Pierced enemies will receive the damage bonus.[2]

Projectiles that cannot chain (notably from Molten Strike) never use their chains. Therefore, all chains remain for the damage bonus.[3]

Note that the projectile must have remaining chains to be able to chain off walls.
