Hits can't be evaded is a modifier on a weapon that will ignore accuracy and evasion, for an effective 100% chance to hit its target.

This modifier has the same effect as using the Resolute Technique keystone, with the notable exception of the critical stike chances of the character using it staying the same.

Note that accuracy and evasion statistics are ignored, hence a hit that is rolled critical will not be checked to determine if the critical is evaded or not[1]. This means that the modifier "hits can't be evaded" is really strong for critical builds, which are usually suffering a lot from poor accuracy, through the double "chances to hit" check (see critical strike mechanisms for details about this). This is an often discussed subject about the Lioneye's Glare unique bow, Reaper's Pursuit being a non late-game viable items (unless it is used for its "increased rarity of item found"), and Kongor's Undying Rage taking less advantage of the critical strikes it deals (even if they can still proc status ailments, cast on crit gems, surgeon's flask mods and so on).
