Even in death, they have their uses. They just need a little encouragement.

The Minion Instability keystone passive skill gives the following effects:

  • Minions explode when reduced to Low Life, deal 33% of their maximum life as fire damage to surrounding enemies.

Currently the damage dealt by exploding Minions is not effected by any increases in Fire Damage or Burning. Developers have stated that this may change in the future.
