As of version 3.18.0 it is located at the top right of the atlas passive skill tree, in the "Conquerors" wheel.
Mechanics
Converts the Sirus encounter into the Uber Sirus encounter.
Uber Sirus cannot drop Awakened Exceptional Support Gems.
