:: Another way to view it is Action Speed affects the time it takes for the animation to occur, and is therefore multiplicative on the other three stats. If your action speed is reduced - your attack speed rate is unchanged, but your animations are slower, so you deal less attacks per second overall. An animation needs to end before a new one can occur, so it isn't just cosmetic. Base value of movement speed is 100% (unofficial 38 units/sec); 35% increased movement speed  on boots means you move at 135% of 38. Please clarify

How can these four be independent of each other? I do not understand: action speed, attack speed, cast speed, movement speed. For example, my action speed is reduced - but I can attack with the same speed? The "action speed loss" is unnoticed? Or, only has cosmetic effect? (Some animations on the screen.)


Another question: What is this base value, especially in case of movement speed? Base movement speed is when I take off my boots? When I walk barefoot? My barefoot speed is very low (empirically "near zero"), compared with the "normal" move speed when my (35% increased movement speed) boots are on. And, what if my passive tree also contains increased movement speed (allocated) nodes? What is the "base value"?
