Eternal Empire is a race/faction of Wraeclast.
The Eternal Empire's founder Tarcus Veruso built the Eternal Empire's capital, Sarn, "upon the bones of Azala Vaal". Highgate is another city likely founded by the Eternal Empire, though it is unknown what previously may have been in it's location. It is one of the factions that can be fought within Domain of Timeless Conflict.
