This page notes that the quality is the same as "Reduced Mana Cost" nodes in the tree, but those nodes actually affect reserved mana. I tested this today. I have 4 auras running, 3 of which are supported by a Reduced Mana gem with a 75% multiplier. The base costs of these 3 gems are 195, 240, and 40%, and the adjusted costs are 132, 162, and 27%, respectively. My other gem is 140 base and 126 adjusted.

The skill node offers 5% reduction, which is 95% multiplier. So all these costs are getting multiplied by 0.95*0.95, and another 0.75 on the 3 supported by Reduced Mana gem.

Bug?

Note that the quality effect does not apply to Auras like the gem's main effect. The quality effect is the same as "Reduced Mana Cost" passives in the skill tree.

I think it's by design. There is a difference between "Reduced Mana" and "Reduced Mana Cost". Reduced Mana affects both "Mana Reserved" and "Mana Cost". Reduced Mana Cost (The gem's quality) however does not affect "Mana Reserved". --Goliath (talk) 15:01, 8 February 2013 (UTC)
It is by design.

"The main effect of the gem is the mana cost multiplier (we need to find a better name for these). This as with the multipliers on all supports, affect both mana costs and mana reservation amounts.

The quality bonus is a stat which reduces mana costs. It does not apply to mana reservation, only costs. As I mentioned in another thread, I've suggested to Carl that we could add reservation reduction to the quality bonus as well, but I have no idea of the balance implications of that.
