15% of your damage?

The effect is "You and nearby allies add X% of your Physical Damage as Cold Damage."

This makes me think X% of the damage shown on your currently equiped weapon is added to your, and your allies, attacks. However, the this page says "Hatred aura works for all physical damage, including physical damage caused by spells.". This makes me think the X% is applied relative to each attack.
