Unique items have custom level requirements, no matter what mods they have.

Level requirement of a magic or rare item is based on highest from:

• base level requirement of an item type
• 80% of requirement of rolled tier affix, rounded up

For example Scintillating White Robe (ilvl 60 prefix, +73-106 maximum energy shield) will have level requirement of 48.

Additionaly, enchanting an item in the Labirynth or adding new implicit mod using vaal orb can raise item's required level. For example Seven-League Step boots with enchantment "Regenerate 1% of Life and Mana per second if you were Hit Recently" change their required level from 1 to 42.
