I could have swore I read official statement that reduced action speed modifiers are calculated as less modifiers despite the wording. Maybe I posted a wrong link or was wrong. I will search later to see if I can find it somewhere. It does seem like if they stack reduced action speed modifiers additively it would be crazy overpowered.
