The Arrow Dodging keystone passive skill gives the following effects:

• Doubles chance to evade projectile attacks.

If you were to take the Iron Reflexes Keystone along with this one, your overall Evasion rating would be lowered to 5% (it can never be below 5%), and this passive would increase your chance to Evade to 10%.
