Silence is a curse currently only available to enemies with the "Hexfont" nemesis mod. It is not available as a skill gem to players (as of version 1.0.0g) and can only be encountered in the Nemesis league.
Curses all targets in an area, making them unable to cast spells. Attack skills can still be used.
