When you allocate a skill point into a Notable passive skill on a cluster, you may allocate a Mastery passive on that cluster. Masteries are present in all clusters outside of the class's starting area, and allocating one requires one skill point but lets you acquire a special passive effect within the cluster category, indicated by their icons.
