Atlas effects on instance creation [3.23]
I assume all atlas effects are applied when a map is first opened from what I've observed. I can't say this is true for all effects, but my guess is that it is. Additionally, any changes on the Atlas passive tree would not effect maps(or instances) that are currently open. --Silverwilver (talk) 06:46, 23 December 2023 (UTC)
