I could have swore I read official statement that reduced action speed modifiers are calculated as less modifiers despite the wording. Maybe I posted a wrong link or was wrong. I will search later to see if I can find it somewhere. : Hmm, I mean I think I see how one would get it from that source, it was just not quite the right reading. As far as I know I thought additive stacking was confirmed, and that was definitely how it worked between increased and reduced. I know before they put in a lower limit there were ways to get enemies to 0% action speed.
