Does a higher attack speed give higher damage?

- Wiki is not the right place for asking question regarding build. But the gem mod means the local attack damage of the wand (like

's Physical Damage: 9-16 from basetype and "Adds (1-2) to (3-4) Fire Damage" from implicit; correct me wrong if we can't double dip the implicit ) are "converted" to spell damage to add to spell (e.g. Ball Lightning) at a ratio of (60-174)%. accuracy, attack per second and wand's attack crit value does not matter, as the former 2, spell does not use them, and the last one is not mention in gem text = does not add to spell's crit chance.
