Quest Pages are a mess!
I started adding Quest icons to each page and decided to clean up the formatting a bit while I was at it. Big Mistake! There is no standardization whatsoever and a lot of the page content is outdated, e.g. Ruthless quest rewards. Data Files
Quest State Text can be found under Root\Data\QuestStates.dat This is the descriptive text you'll find on the world panel under the quest name. You'll find some duplicates/unused quest states like quest states those from before skill books were introduced.
NPC Text can be found at Root\Data\NPCTextAudio.dat
I haven't come across the where the quest notification text is stored though. The text that pops up every time the quest state changes
