Two legions

Are the two legions distinguishable?
Which one should I unfreeze?
Both?
Is there any way to make them attack each other? Instead of me.
Is there any difference to as if were only 1 legion?

Yes, you can distinguish the two legions: both armies spawn opposing each other, they have different character models, and when you hover over them you will see that their names hint towards which legion they belong to.
You do not need to limit yourself to unfreezing only one of the legions. The only way to choose one legion over the other would be to target its members specifically. Each enemy which gets "killed" frozen won't disappear after timer runs out and many skills will damage members of both legions anyway. If you're unable to get most enemies in limited time phase then you can still target most lucrative targets (chests, war hoards, generals) from both legions. If you want to focus on a single legion pick one which drops loot you are more interested in (splinters, uniques), although there is no additional benefit from killing all members of one army in a specific encounter.
When they unfrereze, both armies start attacking each other automatically but deal no (or negligibly small) damage to each other. As soon as you start attacking them (or even get close to them) they will turn their attention to you and will stay focused on you.
During monolith encounter the game always spawns two legions.

Since Phrecia is the place name of the now The Chamber of Sins-The Crossroads-Fellshrine Ruins but Geofri is actually known as "Archbishop Geofri of Phrecia " in the lore. Victario is associated with Elegant Hubris because he was a citizen of the Eternal Empire. Voll's Protector is obviously associated with the Templar faction because High Templar Voll led the Purity Rebellion against the Eternal Empire. The Wreath of Phrecia is associated with the Eternal Empire because the city of Sarn (within the region known as Phrecia) was the seat of the Eternal Empire's power. —Vini (t|c) 17:17, 20 June 2021 (UTC)
