Does the percentage increase the radius, diameter, or area of the effect? I.e., a 14% increase in radius is a lot more valuable than a 14% increase in area. --Intently (talk) 16:56, 7 April 2013 (UTC)

Subject to change: Inc Area of Effect is vendor buyable
