Impale buff effect

I have read different sources about impale effect being an aura that is active all the time. Others say it is a buff that is only temporary when banner placed. The damage is hard to test because it is a small difference. I removed it from the buff list. Maybe player versus player could test exact numbers with a friend. I am solo player.
