This is believed to drop from Conqueror occupied maps, however this is not proven. (Note: This is not Conqueror influence, where you put a map into the device and it has 20, 30 or 40 Conqueror packs. This is the maps Zana creates that have 50 Conqueror packs)
I have had it drop from a normal rarity Veritania monster in a Veritania-occupied Relic Chambers map
