Shaper of Storms is a notable Ascendancy passive skill for the Elementalist. It causes your hits to always inflict shock and causes all damage types to scale shock effect. It also grants more lightning ailment effect if the element the hit dealt the most damage of is lightning damage and sets the minimum shock effect to 15%.

Ruthless mode

Shocks from your Hits always increase Damage taken by at least 10%

Shaper of Storms in Ruthless mode does not grant lightning ailment effect or the ability to always shock, now requiring investment into shock chance. It also grants a lower minimum shock effect.
