Scientist's Beam is a debuff from the Research wing of Immortal Syndicate. It uses the same status icon as Degeneration Aura (lightning damage variant), Piety Beam and Lightning Beam.
As "LightningSearingBond", the internal file name of the status icon suggested, it is a monster version
