Cold/Fire/Lightning Resistance Loss are debuffs from the item mod Nearby Enemies have -#% to # Resistance. Due to the error by pypoe, the mod -#% to # Resistance was in fact not shown on the item and only affects enemies.

The Physical Damage Taken Increase debuff also uses the same icon.
