Reigning Veteran in Ruthless mode does not grant maximum block chance, armour, or evasion. Instead, it overrides your equipped shield's base chance to block to 50%. This negates the effects of local block modifiers (+#% Chance to Block); however, it does not affect conditional block modifiers like Titucius' SpanTitucius' Span
