Mind Over Matter modifiers stack additively with the 30% of Lightning Damage is taken from Mana before Life modifier, but only for lightning hits. This modifier can be used to mitigate reflected lightning damage, but could also leave a character without mana when taking heavy lightning hit damage. Taking damage as lightning can be used to shift damage to mana with this modifier.
Although the +20% chance to be Shocked modifier may seem hazardous, its effect is reduced by the fact that shock is calculated based on the amount of lightning damage dealt to life[1] and the fact that 30% of lightning damage is taken from mana before life when hit when equipping this item. [dubious – discuss]
Note that the help text of the item states being Shock increases Damage taken by 15% for 2 seconds, which may be not correct.
Legacy item only
Shocks inflicted on enemies trigger the Recover 3% of Maximum Mana when you Shock an Enemy modifier.[2] This is applied once for each enemy shocked, not per cast or attack. The you specifier means that the player must inflict the shock themself.

Mind of the Council no longer recovers mana on shocking an enemy. Now causes Attack Skills to have Added Lightning Damage equal to 6% of your maximum Mana, and causes you to lose 3% of your Mana when you use an Attack Skill. Now has +15 to 20 to maximum Energy Shield. This does not affect existing versions of this item.
Many Prophecies have been reworked for compatibility in Acts 5 and upwards. Prophecies are no longer bound to a specific difficulty and can be triggered and completed in any relevant area. Some Prophecies, such as several of the Pale Council chain steps, now take place in new locations.
The Pale Council encounter has been rebalanced and is, in general, more difficult. Defeating the Pale Council will earn you one of four new unique items exclusively available from them.
