Only increases and reductions to spell damage are applied to attack damage. More and less modifiers do not apply to attack damage.
The modifier Increases and Reductions to Spell Damage also apply to Attack Damage from this Skill at 200% of their value does not stack with the similar wand mastery; Increases and Reductions to Spell Damage also apply to Attacks while wielding a Wand. This mastery will have no effect on Kinetic Bolt if taken.

Note that helmet enchantments are no longer obtainable since version 3.23.0 and can only be obtained in permanent leagues as already enchanted items from before this patch.
Quality now causes Increases and Reductions to Spell Damage to also apply to Attack Damage from this Skill at +0-50% of their value, instead of providing 0-20% increased Projectile Speed.
Fixed a bug where cast speed applied to attack speed from Wilma's Requital and Anomalous Kinetic Bolt stacked with each other. Only the higher value effect now applies.
Increases and reductions to spell damage now also apply to attack damage from this skill at 200% of their value (from 150%).
Anomalous Kinetic Bolt now causes increases and reductions to Cast Speed to apply to Attack Speed at 2.5% of their value per 1% gem quality (from 5% per 1% quality).
