Red weapon in second weapon set

"Do gems in my second weapon set gain experience when I'm not using them?
Yes."

What is the case when that weapon is red-backgrounded? I.e. "out of use", "cannot be used". Because intelligence, dexterity or strength went below a requirement-limit.
