In addition to the rainbow foil color from the Ancient Reliquary, the item is also in the item pool of the Voidborn Reliquary. Lastly, several Valdo's Maps also rewards this item in Celestial colors, as the completion reward.
Only the race reward has a hidden slot in Unique Collection Tab, as well as able to use the chat console command /convertracereward to destroy the item and at the same time granting the AA as item skin.

Trivia
Although there is an in-game enemy called the Rhoa, there is none called "Storm Crow". The name "Storm Crow" may be a reference to the Magic the Gathering card of the same name.
The flavour text may also be a reference to the famous Mohamed Ali quote "Float like a butterfly sting like a bee".
Alternate-art Unique Items can now be converted to account-bound microtransactions using the new /convertracereward chat command. The item will be destroyed, and you will be granted an account-bound microtransaction that changes the appearance of an item of the same type to match that of the destroyed item.
All sources of increased Critical Strike Multiplier have been changed to additional Critical Strike Multiplier. This change brings the functionality in line with how most players think it works.
Because of this, all items, passives and some skills/support gems that used to have increased Critical Strike Multiplier are now 33% less effective on players, despite having the same value. A number of these have been adjusted in value to maintain similar effectiveness.
