You can inflict an additional Ignite on each Enemy - by default, multiple ignites can be applied to an enemy, however, only the strongest one actually deals damage. Emberwake allows for two ignites to deal damage simultaneously, or three with two Emberwakes.
40% less Burning Damage is multiplicative with each other when two Emberwakes are equipped.[1]
Legacy Mod
Ignited Enemies Burn (50-65)% slower - Ignited enemies burn slower with legacy Emberwake equipped. This means ignites have more duration and deal less fire damage per second.
Expressed arithmetically, ignite duration is multiplied by , while fire damage over time from ignites is multiplied by , where x varies from 50 to 65 depending on the roll (or 80 for double legacy Emberwake ). The total fire damage inflicted by one instance of ignite remains the same after these adjustments, but the duration is extended.[2]
Under ideal conditions two active ignites burning 50% slower can be interpreted as 33% more damage per second by the formula:

Emberwake added a bit too much damage and crowded out any other options you could use with an Ignite build, and the downside has gotten weaker over time due to us adding more sources of Faster Ignite Damage. It no longer has “Ignited Enemies Burn 50-65% slower”, and it now has “40% less Burning Damage”. This change does not affect existing items.
The following changes CANNOT be obtained by rerolling the item's mods with a Divine Orb and will only appear on new versions of these items:
No longer prevents you from dealing extra damage with Critical Strikes.
The following changes affect existing items automatically:
Now only allows 1 additional Ignite. No longer grants 80% less Burning Damage. Instead, 65% slower Burn with Ignites (to get the 65% value you will have to use a Divine orb).
