Eldritch Gaze is an Atlas keystone passive skill.

Mechanics

Eater of Worlds Eldritch Altars will now have two Downsides instead of one. The 50% increased Effect of Upsides rounds down.

Location

As of version 3.18.0 it is located at the right of the atlas passive skill tree, in the "Eater of Worlds" wheel.
